I doubt that it is directly related to PPP even if it is a bug, assuming
that your kernel version is a 2.0.x or a 2.2.x.  It might be related to the
choice of an IRQ for the modem's serial port device file but I'm not even
sure of that.

If there are PPP link negotiation messages with the pppd debug option or
chat -v messages then you can post them and perhaps they can help define
the problem.
