Yes, it is expected behaviour.  Having two levels of RAID (raid1 over
raid0) means that the upper level doesn't know any details of the
underlying drives, and so cannot back-off resync when there is
conflict.

If you arranged the RAID10 as raid0 over raid1, you would find that
the resync behaviour is more what you would expect, and technically it
would be more reliable.
