Second, are there any tools to manipulate the partition size of an ext2 file
system?  For some reason, I think there is a technical reason for the lack
of
such tools, but I could be wrong so I'm asking.

Yes. there is Partition Magic 4.0  (I think it's Powerquest) that handles
ext2 file system.  I tried it and it worked. However: I didn't try it on my
production Software RAID1 and will not do it.......
