IFF you can make space at the end of the FS, yes.
You can:
1) resize2fs the ext2 FS to make space.
2) move the following partition up a cylinder (e.g. if it's swap).

You need to makes space for the SB (see above).
Unmount the FS.
To be safe, may as well do a raw dd of the old partition onto the new.
Do a "mkraid" to set up both SBs.
Set the psrtution type to 0xfd
Ensure that the required raid peronalities modules are in your initrd
Mount the new device

Do you mean *drive* or *partition* ?
A spare partition makes it trivial !
Note that I have never made a bootable RAID disk, but it "should" work.
It's a bit tricky, as it's hard to "Unmount the FS" ...
You need to boot off some other device (CD, network upgrade, rescue disk, etc)
to allow the manioulations.
As I siad, I've not booted off RAID, but the messages I see tend to say that
you need a "raw" partition for /boot/ as LILO doesn't talk RAID.
However, in the case of RAID1 I would assume that it should be able to use
one of the raw partitions (NB: it's thus not resilient to the loss of that
disk, but you should be able to floppy boot) directly.
