I haven't found the "failed-disk"-option in the newest raidtools package
from 19990724. BUT: You should try to change the following lines from

device        /dev/hdc7
raid-disk    0
device        /dev/hda7
failed-disk 1

TO:

failed-disk 1
... # some other lines like persistent... and so on

device        /dev/hdc7
raid-disk    0
device        /dev/hda7
raid-disk 1
