That HOWTO will most likely be replaced shortly.

If you are using a recent version of linux (2.2.6 or later)
you can look at linux/Documentation/scsi-generic.txt in
your kernel source tree. You can find the same documentation,
test and utility programs plus other info at:

Yes that code is broken. Working examples of the inquiry and 
"media present" programs in that HOWTO can be found at the 
above site.

That sounds interesting. There are about 7000 lines of C code
in the above examples but none of it has every been tried
on a processor device (by me at least).
