The PCI IRQ register is a means for the startup software to communicate
the IRQ assignment to device drivers loaded later in the boot processess.
Changing it will have no effect.

To reassign IRQs, you need to do one of the following
    - Reprogram the chipset
    - Rewire using the provided jumpers on older systems
    - Change the startup software configuration (BIOS setup in i86 boxen)

I suspect that #3 will serve you best.
