Jim,
I'd need a little more info before having a good guess. Does the
modem answer the second time you dial in and you get no login
prompt, or is the modem not answering. If it answers, but no
login, then I'd check mgetty. Is it being started properly out of
/etc/inittab, i.e. set to respawn, and are the arguments passed
to mgetty sufficient to detect when a call has dropped? That way
it will exit so it can respawn. If mgetty doesn't detect when the
call has gone away, it may stay connected to the modem, causing
the modem to not answer your second call.
Sorry for not using terms like DTR, DSR, and carrier, it's too
early in the morning for that. I'd offer more help, but I use
agetty instead of mgetty.
