I am not sure, but I believe the kernel will set up the TICK to an
appropriate balance between context switch overhead (in percentage) and
granularity. In effect, the faster the machine, the smaller the TICK. On my
systems here, it is 1 ms och 200MHz machines, and I believe faster than that
on 400MHz (have not checked.)
