Hmm. Why exactly do you 'need' a 16650? If all you need are speeds above 115kbaud, or deeper buffers, you could theoretically go with an entire fleet for boards. The LAVA boards www.lavalink.com come to mind if you'd like something cheap and reliable.
 
No offense, we'd all love a few cyclades Z-seris boards, but that's just not an option for some people. Read this article:
For ISDN, what's happening is that some serial ports have very shallow buffers (usually the older 16550s) so everything's tranferred a byte at a time, hence the slowdown in apparent speed.
