You might want to try compiling from source if you haven't done so. I have observed on a recent FreeRADIUS upgrade that using the MySQL 3.23.55 precompiled binary distribution (at least for FreeBSD 4.x), that some libraries that FreeRADIUS rlm_mysql requires to compile are not included in the package. Compiling MySQL from source made all of the libraries that were needed and I was able to install FreeRADIUS with MySQL support after that.
