It is not Redhat persay it is the Linux Kernel itself ,
currently has a limit of about 1G, and you can tweak that limit
in the kernel source code, although why there was ever a limit
is beyond me, until 2.0.36(35?) the linux kernel had a 64Meg
limit in it and there was a special patch to make the system see
more than 64Meg..
