I can answer the first one for you: W95 will run on an SMP box, on a
single CPU of course.  But you might want to consider using VMWare? 
(See www.vmware.com, it'll run Win95 in a virtual machine under Linux,
but it does cost $300 unless you're non-profit...).

ps: as to the second question - I'd have thought that RAM and mobo are
expensive enough that going for PII-350 wasn't a bad price/performance
solution - considering the price of a PII-350 now, in the UK it's only
about $160.  Just how little RAM are you going to buy??  Why not buy
everything second-hand?
