VGER does run very nearly full armament, but without having
CONTENT based filtering, any message destined to addresses
local in VGER (like lists) go thru.
Servers used for list fanout relay blindly anything coming in
from VGER.
By blocking non-subscriber postings we could, of course, cut
down spams. DaveM has repeatedly refused that setup.
