here is cat /proc/stat
CPU2 is 0, but cpuinfo registers 0,1,3,4 could this be the problem?

try cat /proc/stat

 there should be 5 lines that start with cpu if one of them is
zero then your cpu is not doing anything, else top is broken...

what kernel version are you using?
