I have observed the same problem just yesterday, but with 2.3.99-pre9-3
with a Realtek 8029 (ne2k-pci) in a dual p200MMX (Gigabyte 586DX).

In my case ifconfig up & down didn't helped, neither unloading the
module ne2k-pci, after loading it up againg I observed the interrupt
count remained frozen in the same values than before the unload.

I couldn't unload the 8390 module because I'm also using a 3Com 3c503,
wich BTW worked ok at this moments.

I hasn't happened me before, and I'm now using 2.3.99-pre9, and my
hardware hasn't changed in months.
