RO: Government to develop open source IT policy

In a press conference on 14 September 2010, Information and
Communication Technology (ICT) Minister Valerian Vreme declared that the
Romanian Government is considering developing an Information Technology
(IT) strategy to increase the public administration's use of open source.
"We will work on a strategy on the use of open source software. There
are other European countries, such as France and Germany, which
extensively use this type of software", said Mr. Vreme.
Increasing the use of open source is one of several options to reduce
government spending that were announced by Minister Vreme on the same day.
Mr. Vreme said he would start by drafting rules on interoperability, to
ensure that governmental institutions using open source can communicate
with those using proprietary applications.
Varujan Pambuccian, a member of the Romanian Parliament was reported
saying that any software "that works well and cheap, should be considered."
The Ministry for ICT signed last month a contract to implement an
integrated government IT system worth 20 million Lei (about EUR4.8
million). The project is funded for its major part by the European
Regional Development Fund (ERDF), supplying almost EUR4 million.
According to Romanian free and open source enthusiasts, this project,
called e-Romania, will entirely be built using proprietary software.
They say that their request to use free and open source software,
presented in a meeting with the Minister's predecessor, remains unanswered.
