Geoff Hart has run some experiments that lead us to think that gcc version 2.0.3 is the one bad version of the compiler. Other versions seem to be OK. The testing was not exhaustive, but was indicative.

So I have fixed the LiS Configure script to be on the lookout for this version of the compiler and issue a warning if that seems to be the only compiler available. The user has to confirm the warning with a CR to proceed with installation.

The configuration scripts recognized whether kgcc exists.  However,
instead of failing the configuration when it doesn't find kgcc,
it just happily takes gcc3.

If kgcc is the only choice, then the configuration should fail if
it can not find kgcc... IMHO.
