Yes, it is impossible to ignore this. However I'm not convinced that
this is really "the first thing they should do". Trying to go this
route and enforce a certain order of actions is a kind of

For the practical purposes, the code in question is useful only as a
reference (in other words, as a form of documentation). Documenting
the missing parts and improving the existing documentation is more
beneficial for the developers and end users than resolving the GPL
compliance issues. And it's not even the case of choosing either one
or another. These things are completely independent and can be
resolved independently at their own pace.
