The registers no longer need to be accessed after setting up the hdmi encoder, so chances are that the adb / adp gate for the hdmi controller is closed, causing all reads to return 0. First ensure all the clk gates, and resets, etc. are set up properly before trying to dump the hdmi encoder registers.
