I can't speak for the driver author. However, I can see a possibility that the flag you are asking about is not used on any of the devices the author of the driver had at hand so it could not be tested and hence was not included. So you can try setting the flag yourself since you have meticulously looked it up already, test it with your hardware, and report the results.
