A more important question here is whether an A20 is capable of encoding four simultaneous video streams with H.264 in real time from any source. I suspect that the answer is no. So even if the TVD driver were fully functional, you had a board with the necessary stuff to receive four analog video signals and the hardware itself is capable of receiving data from four analogue cameras simultaneously, it probably can't encode them fast enough.
