The AXP209 datasheet 1.0 states this is programmable but I did not find any explicit information on how to achieve that in it. Perhaps this is somewhat implicitly programmable only by disabling the ACIN and VBUS power sources before shutdown. It will probably not charge the battery in that case either but I have not tested this at all. You can also try reading the original sunxi 3.4 kernel sources - maybe there are some constants defined which give some hint.
