The top makefile does notice if .config exists or not, and acts accordingly. I think 
it is
the makefile in directory:

make[2]: Entering directory `/usr/src/ftape-4.x-1999_04_25/ftape/setup'
make[2]: *** No rule to make target `/usr/src/linux/.config', needed by 
`.ftape-setup.d'.
Stop.

I just looked at it and it looks, on the face of it, to be OK. But I would have to
understand Rules.config better to see what is going on.
