Repeated ftape-4.02 compile failure mailings.

Hi,

As Tim Jones says, the fact that ftape-4.02 won't compile under
a 2.2.x kernel is becoming a regular mailing here.

Is it possible for someone who communicates regularly with Claus
Heine to suggest that ftape-4.x-1999_09_11 be released.

Updating the ftape website to reflect this new release could cut
down these mailings considerably.
