Effectively, it seems to be a bug with  mlt like the file is not weel played 
with melt.
And why convert your files before. I have an Android Smartphone which produce 
some video in format .3gp and H264 and I have none problems with on Openshot . 
The fact to convert before can produce an de-synchronisation between audio and 
video (a light) and mlt can not modified it like  ffplay do it.

    1) Yes, this video plays fine and seeks correctly using ffplay.
    2) No, it does not work in melt. It still flashes white and black and 
sometimes desynchronized.
    3) Here are the details from ffmpeg about my video:
