It appears that the ALTER TABLE does error out, it just also prints a
warning to stderr as the whole InnoDB error reporting code is well...
strange and works around MySQL 3.23 limitations or some such.

From the test suite while running the innodb test:
091120 4:48:59 InnoDB: Error: in ALTER TABLE `test`.`t2`
InnoDB: has or is referenced in foreign key constraints
InnoDB: which are not compatible with the new table definition
The above should be an error.
