In the newest unstable version of OpenShot the Blur effect can only be applied with values between 1 and 200, so this bug has already been addressed. This bug occurred as late as in 1.3.1, so you'll have to wait until 1.4.0 which will be out in late September.

As long as I use end=0, a black frame appears in the end of the first part. If, however, I set end=1.1, no black frame appears and the "transition" plays smoothly. I have tried it with several source clips, and it reproduces with all of them. The source clips are Xvid4 if that's important.
