I can confirm this, but it only happens if you put transitions back to back on the timeline.
Here is a quick way to check this: import a couple of images and use the "Add to timeline" function. Choose a transition and fill in 3.5s for the length (assuming the standard length of an image is 7s). If you playback, the first transition isn't working. The second one works, but in the wrong direction. The third doesn't work, etc. If you do the same but fill in 3.4s for the transition length, all is fine.
