Bug description:
There appear to be some issues with the VC projects:
1. No import lib is generated (only a .dll).
2. libdrizzle 1.0 and 2.0 both output to the same Debug and Release dirs
3. The debug and release DLLs have the same name.
4. A static lib isn't build.
