Funny! Purged yesterday mythtv (apt purge mythtv-common was neccessary) on two 
machines (one backend system and one frontend system, both 16.04)
Then removed ppa 0.28, added ppa 0.27, updated, autocleaned and autoremoved ... 
... and installed mythtv with apt install mythtv again. --> But with this 
mythtv in version 0.28 was installed !!

Could it be, that there is a "shift" with ppa 0.28 (which may be
installed the 0.29 with "missing" dependencies) and ppa 0.27 (which
install you the 0.28) ???
