Here are a few different workarounds I have found for this situation:

   - Unload and reload the host controller driver without unplugging the camera, or...

   - If you are using a hub, disconnect and reconnect either the upstream cable or the 
power cable,
or...

   - After loading the driver, plug the camera's USB connector in partway so that only 
the power
contacts connect, and then plug it in all the way after waiting a half second or so. 
This is difficult
to do, and only really a last resort.
