o Sorry, your first email confused me a little.  I've just tried:

    # rmmod usb-uhci

  o All USB lights (hub and devices) go off.  I plugged hub into
    motherboard, active cable into hub, Philips webcam into active
    cable.  No other devices connected to motherboard or hub.

o Obviously, in neither case was the camera working after
  disconnect/re-connect of the hub.

o Can do more testing a little later.  Real life (tm) intrudes now.
