No offense, but that's a no-brainer to me.  Nobody here is suggesting
changing this in 2.4.x -- we're talking 2.5.x only.  

We did try (for a few 2.3.x versions) doing only 36 byte INQUIRYs.  I never
saw any complaints, but the change got quietly reverted at one point.  It
looks like it was working perfectly for the vast majority of people, so
there is already good data to suggest that this won't be that painful for
2.5.x
