It applied to all devices in 2.2 stack, but was dropped completely in early 2.4 stack. When Red Hat shipped a 2.4, we were flooded with reports "my mouse does not work with 7.1, worked fine with 7.0, fix your stupid kernel". I managed to slip the 400ms back in by JE with a bit of resistance, and with additional "if" for low-speed devices. Seems to fix a number of mice...
