This time I need HUB_PROBE_TRIES=3 and HUB_LONG_RESET_TIME=400 in order for a successful hotplug. "cold-plugging" the device when the host is powered off leaves the device completely undetected. In this case even no error message is presented. :( Nevertheless, increasing the timeout helps to some extend and makes it possible for me to use usb as it was meant to be.
