Do you have some facts you forgot to share,
which suggest this problem is caused by (or
even related to) USB?  On my systems, USB
gets started quite a bit later than that.  (But
then I usually make USB fully modular.)

I'm pleased to hear you're using it, though I'll point out
that the 2.4.19-pre kernels also have it.  That code is
a bit less current, but when 2.4.19-pre9 comes out it
should be largely caught up.  I think that the pre8 code
will talk to the EHCI in Intel's ICH4, FWIW.
