Erm, there was once a minor dependency, but should have been removed quite a while back (from 2.5). If there's anything left it should be easy to remove. There are certainly hooks to make life easier for HCs that use PCI, but the model was always to just provide sharable PCI glue. So in short, adding a new version just for ARM was not "necessary" at all.
