That's about 50 times slower than it should be. Why don't you
work with Matt Dharm to pinpoint the cause of your problem?

Obviously, it depends on the device you use. If your disk
manages a meg a minute at 1.1 bus, I would not trust the
same manufacturer to deliver anything better on 2.0 bus.
