I did a quick implementation of bulk queuing (just on the Rx path, since that was trivial). Makes no real difference to speed - might even be a tad slower. I'm doing this on 2.4.20-rc1 with OHCI.
Maybe you're right about the hardware - cable modems don't normally go that quickly.... I was just planning to blacklist the Zaurus, and use usbnet.
