You can't. Such a test is worthless anyway. It can never tell you
whether the bandwidth is available at the time you finally need it.
If you need bandwidth, grab it and be prepared to deal with errors.

Look at pwc, it does it right. V4L1 is easy in that regard, because v4l1
protects open and deregister with a semaphore.
