That's a kludge.

Well, you have something active that talks to the device through
usbdevfs. You shouldn't.
It's a kernel bug only if the effect is there if correct permissions
in usbdevfs don't prevent a normal user from causing this
problem. Nobody forces you to even mount usbdevfs.
