I think that's right -- if not someone will surely correct me. But I still urge you to start writing your driver for 2.5. When it works okay you can port it back to 2.4.
In 2.4 it only works with the uhci host controllers IIRC.
Make that "only necessary for UHCI". The relevant 2.5 change is that all HCDs support queuing for all transfer types ... not just iso and (flag needed only for *uhci) bulk, which was the arbitrary policy limitation found in 2.4 HCDs.
