I don't think there _is_ any more program-accessible hardware state other than what gets dumped in /proc/driver/uhci. The entire state consists of a handful of registers (command, status, interrupt, frame number, frame list base address, start-of-frame modify, and the port status & control) plus the schedule. Have you made a detailed comparison of the contents of this file (while waiting for the second interrupt URB) between 2.4 and 2.6?
