does the usb/gadget/ framework work with this NetChip Evelyn board?

that is, if I plug this board into a linux PC (x86) with a PCI slot, can the PC behave like an usb slave?

Yes, drivers/usb/gadget/net2280.c is standard with Linux 2.6, and 2.4 support is also available. I have one machine using that for its only network link; you can use it for more than just "getting used to" things!
(if not, do any other alternative similar PC boards exist?)
The Toshiba TC86C001 will be supported before long.
That doesn't do high speed though, and you'd need a 3.3V PCI slot (not PC-standard 5V signalling).
