Surely you need to use vendor/product IDs. Consider that we basically have
 two devices, both using application 0xC001, some of which should be
 associated with hiddev, and some with the input layer. My point is that you
 should leave the keyboards alone (since they are likely to be much more
 common and input is a pretty core capability), and just special case out
 those devices (not identified, but likely to not be many) that should be in
 hiddev.

Should have? Maybe, maybe not - depends on what buttons you are trying to
 use. But that is irrelevant - you can't fix the firmware in a keyboard when
 it is already shipped, and now we have to do the best thing possible by the
 users...
