Those messages are of course normal if you don't have any USB devices 
plugged in to the ports.  If you do have devices attached when the UHCI 
driver starts up then those messages shouldn't appear.  If you attach 
devices after start up then you should see something like

        c400: wakeup_hc

You said before that the controllers don't work under 2.4 either.  Maybe
that means they're just broken somehow.
