As far as I know it's off already. And the boot menu I'm referring to is the one from PXEGRUB, which runs before the kernel is started.
I'm convinced it has something to do with the missing "debounce"...

Can you try turning off "USB legacy support" on your BIOS settings and see if that helps?
Note: you probably won't be able to use the keyboard on the boot menu with USB legacy off.
