What kind of device is connected to port 3 on your
first root hub? What happens if you unplug it
and re-plug it? Looks like the device doesn't
work right for some reason.
What kind of controller is that root hub using?
"cat /proc/bus/usb/devices", it's for bus 1.
When you enable CONFIG_USB_DEBUG, you'll likely
get somewhat more informative output.
