Sounds like a hardware problem with that computer or the cable, or maybe something just built up a big static charge (carpet!) and then discharged it through the USB ground.

No more than 500mA at 5V is supposed to come from USB, and its
signals should be protected against overcurrent (like a static
discharge).

On my USB cables that have connectors on both ends, one end is live when
the other end is plugged into the computer. I can get a pretty decent
shock from the other end of the cable. This seems kind of dangerous. Am I barking up the wrong tree here or is this an issue that should be
fixed?
